Why do Google Adwords allow this nonsense?

This afternoon I’ve been doing some Research around Zone Alarm affiliates and have come across what I feel like is the most immoral thing I’ve seen on Google in a long time. I’m disappointed that the Search Engine we’ve all come to love and trust to deliver top quality and relative results is allowing this kind of thing to take place
